نامه به هیات مدیره ناظر بر پخش برنامههاى رادیو و تلویزیونى صداى آمریکا

Dear Director and Members of BBG (Broadcasting Board of Governers):
We are academicians, analysts, and journalists who have often appeared on VOA programs. We have in recent years followed with increased apprehension the decrease in VOA’s viewership. We were yet heartened by the unmistakable success of Ofogh, and its host, Mr. Siamak Dehghanpour. The fact that in the past three years some of VOA’s most important interviews with prominent American officials were entrusted to him was a clear indication of his deserved stature as not just the face of Ofogh—the flagship program of VOA—but also as a pillar of VOA’s effort to find a competitive position commensurate with its budget, and with its mandate to represent in its style and substance the spirit of American democracy.
Much to our surprise and dismay, on April 2015, we found that Mr. Dehghanpour was no longer appearing on Ofogh. No explanation has ever been offered for his absence. Many of us have since been asked to appear on the program again but as a token of our disappointment, some of us have refused. Sadly an unfortunate atmosphere of fear, incrimination, gossip and innuendo has made it impossible for us to learn the real reasons for his glaring absence.
We know that in recent years BBG has been rightly concerned about the quality of programs and leadership at VOA. It is symptomatic of both problems that Ofogh, arguably the most successful VOA program in recent years, is in disarray, and Mr. Dehghanpour, as an achieved and dedicated journalist and anchor, inexplicably benched. We firmly believe that through the intervention of a proper independent oversight panel can this strange saga ends judiciously and effectively. We believe introducing such panel will be a first step in the long-overdue need to improve the management, the professionalism, and quality of the VOA Persian service.

حضور محترم رئیس و اعضاى بى بى جى (هیات مدیره ناظر بر پخش برنامههاى رادیو و تلویزیونى صداى آمریکا)
ما اعضاى هیئت علمى دانشگاهها، تحلیلگران، و ژورنالیستهایى هستیم که اغلب در برنامههاى تلویزیونى صداى آمریکا حضور داشتهایم. ما در سالهاى اخیر با نگرانى روزافزونى شاهد ریزش مخاطب صداى آمریکا بودهایم. در عین حال موفقیت بىتردید برنامه تلویزیونى افق و مجرى آن سیامک دهقانپور ما را دلگرم کرده بود. این واقعیت که در سه سال گذشته بعضى از مهمترین مصاحبههاى صداى آمریکا با مقامهاى برجسته آمریکایى به سیامک دهقانپور سپرده شده نشانهاى روشن از جایگاهى است که او نه تنها به عنوان چهره افق - برنامه شاخص صداى آمریکا - بلکه به عنوان ستون تلاشهاى صداى آمریکا براى یافتن موقعیت رقابتى متناسب با بودجهاش، و وظیفهاش براى ارائه روح دمکراسى آمریکایى، سزوار آن بوده است.
با این وجود ما در ماه آوریل (فروردین ماه) با شگفتى و حیرت بسیار متوجه شدیم که آقاى دهقانپور دیگر در برنامه افق حضور ندارد. تا کنون هیچ توضیحى هم درباره غیبت ایشان داده نشده است. در این مدت از بسیارى از ما براى حضور در برنامهها دعوت شده است اما تاسف ما از این شرایط باعث شده شمارى از ما شرکت در برنامهها را نپذیریم. متاسفانه فضاى ترس، اتهام، شایعه، و کنایه باعث شده نتوانیم دلایل واقعى غیبت آشکار ایشان را دریابیم.
ما مىدانیم که بى بى جى (هیات مدیره ناظر بر برنامههاى صداى آمریکا) به درستى نگران کیفیت برنامهها و رهبرى صداى آمریکا بوده است. وضعیت آشفته این روزهاى برنامه افق- موفقترین برنامه صداى آمریکا در سالهاى اخیر- و کنار نشاندن بدون توضیح آقاى دهقانپور، به عنوان یک ژورنالیست و مجرى زبده و متعهد، دلالت بر هر دو مشکل صداى آمریکا دارد. ما قویا معتقدیم از طریق مداخله یک گروه ناظر مناسب و مستقل میتوان به این دوره غریب به شکلى عاقلانه و موثر پایان داد. ما معتقدیم معرفى چنین گروهى نخستین قدم در جهت نیاز دیرین به بهبود مدیریت، حرفهگرى، و کیفیت بخش فارسى صداى آمریکا است.
