بیانیه ریاست از طرف اتحادیه اروپا درباره اعدام از طریق سنگسار در رشت، ایران

اتحادیه اروپا مورد جدید اعدام از طریق سنگسار را در جمهوری اسلامی ایران شدیداً محکوم می‌نماید. طبق گزارشهای گوناگون، ولی آزاد از طریق سنگسار به عنوان مجازات زنای محصنه در زندان لاکان در شهر رشت، حدود ۱۵ اسفند ماه ۱۳۸۸، اعدام شده است.

اتحادیه اروپا همچنین عمیقاً نگران گزارش‌هایی درباره محمدعلی نوید خمامی و اشرف کلهری است که به مرگ از طریق سنگسار محکوم شده‌اند و می بایست در معرض خطر قریب الوقوع اعدام قرار داشته باشند.

اتحادیه اروپا مصرانه از مقامات جمهوری اسلامی ایران فسخ موثر و دائم اجرای اعدام از طریق سنگسار را خواستار می‌گردد، که در جهت مطابقت با میثاق بین‌المللی حقوق سیاسی و مدنی و اعلامیه جهانی حقوق بشر است و ایران آن را امضا و تصویب نموده است.

اتحادیه اروپا همچنین از مقامات ایرانی خواستار می‌گردد که به اعلامیه حمایت از کلیه افراد در معرض شکنجه، و یا دیگر رفتارها یا مجازاتهای بی‌رحمانه، غیر انسانی یا تحقیرآمیز، که خود تصویب کرده‌اند، و نیز به قطعنامه مجمع عمومی سازمان ملل A/RES/62/149، که کشورهای در حال اجرای مجازات مرگ را ملزم به رعایت حداقل استانداردهای اعدام می‌نماید، احترام بگذارد.

کشورهای نامزد مانند ترکیه، کرواسی* و جمهوری سابق یوگسلاو مقدونیه*، کشورهای فرایند ثبات و همبستگی، و نامزدهای بالقوهء آلبانی و مونتنگرو، همچنین ایسلند، لیختنشتاین و نروژ که کشورهای عضو EFTA هستند، اعضای منطقه اقتصادی اروپا و نیز جمهوری مولداوی موافقت خود را با این بیانیه ابراز می‌دارند.

* کرواسی و جمهوری سابق یوگوسلاو مقدونیه همچنان بخشی از فرایند ثبات و همبستگی می‌باشند.

Declaration by the Presidency on behalf of the European Union concerning the execution by stoning in Rasht, Iran

The European Union strongly condemns the new case of execution by stoning in the Islamic Republic of Iran. According to the various reports, Vali Azad has been executed by stoning as a punishment for adultery in the Lakan Prison in city of Rasht around 5 March 2009.

The European Union is further deeply concerned at reports that Mohammad Ali Navid Khomami and Ashraf Kalhori have been sentenced to the death by stoning and might are under threat of imminent of execution.

The European Union urgently calls on the authorities of the Islamic Republic of Iran to effectively and permanently terminate the practice of execution by stoning, in compliance with the International Covenant of Political and Civil Rights and the Universal Declaration on Human Rights, which the Islamic Republic of Iran has signed and ratified. The European Union also calls on the Iranian authorities to respect the Declaration on the Protection of All Persons From Being Subjected to Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, which they have approved, and the UNGA resolution A/RES/62/149, which requires states still carrying out the death penalty to respect the minimum standards of execution.

"The Candidate Countries Turkey, Croatia* and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina and Montenegro, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
